For what Operating systems and applications?.
If you mean SP3 for office what version, If you mean XP, XP stand now on SP2
I have no idea if they will issue SP3 to like 2000 or not!.

There is no Service Pack 3 for Windows XP yet and so there is no way of
answering your question. The tentative release date for SP3 is at the
end of 2007 and no details about what will be included have been announced.

Windows XP Service Pack 3 has only *one* characteristic: it doesn't exist
(yet).

&its differences with pack2?

That *does* exist.

When SP3 is released (preliminarily planned for first half of 2008 -- see
http://www.microsoft.com/windows/lifecycle/servicepacks.mspx)-- it will
contain fixes and improvements that don't exist in SP2. That's what each
service pack does--roll up all the previous fixes into a single package, and
also add some others and perhaps some improvements.
