Service Pack 4 Update

I am going through a reinstall of 2000 pro. and having
problems with system seeing my nic card among other
issues. I want to install service pack 4 hoping that may
have some magic to it. Issue is that I downloaded SP4
and put it on a disk. When I try to load it fails
because it doesn't have access to the internet. So I
ordered SP4 on Disk from MS, hoping their disk will not
need internet access to complete the upgrade. Here's the
question, does anyone know if the disk from MS will still
need to access the internet to complete the process?

I created a CD from the download of SP4 and installed from
the CD. Internet access was optional and only to check
for any current updates that might be available. I've
installed this SP on 4 different W2000 Pro and Advanced
Server machines.

I have just received SP4 from MS on CD and i could install
it without any access to the web.
