Service Pack 2 Hangs During Welcome Screen Login

When my brother uses SP2 (he previously uninstalled it because of this
problem, but just reinstalled it to see if it would be working), the
computer hangs during the welcome screen.

After he types in his password at the welcome screen and pushes enter,
the computer will stop responding until he pushes CTRL+ALT+DEL. From
there, the computer will work normally.

Any tips?
