Server option greyed out

I want to have my site password protected. The option Tools - Server is greyed out. From what I can tell I need that option for passwords. Can someone explain how I "log in" or take other steps to get that option available. I'm in FP 2002

Are you trying this on the "Live" site??

To password protect your web, you need to have the published or server version
open in FrontPage.
