Server error: server extensions unable to access file

Hi,

I'm getting the following error when I try to publish my
site:
"Server error: The server extensions were unable to access
the file default.htm. Please check the file permissions."
Is this a server problem, as the error suggests? Any
information that anyone could give me on this error would
be helpful.

I forgot to mention that I am using FrontPage 2002.
Unfortunately I don't know anything about servers or how
the server that the site resides on is set up. If someone
can at least confirm that this is a server problem and not
something on our end that would be very helpful. I'm the
only one who hasn't gotten a response yet :(
