Server error: extensions unable to access file

Hi,

I'm getting the following error when I try to publish my
site:
"Server error: The server extensions were unable to access
the file default.htm. Please check the file permissions."
Is this a server problem, as the error suggests? Any
information that anyone could give me on this error would
be helpful. I'm using FrontPage 2002.
