Server error, cannot create _vti_cnf ??

Moved web from basic earthlink hosting with no SE to hosting with SE. Have
been
unable to publish cleanly since.(XP, FP2002). Had no problems.

1. Get "Server error, cannot create _vti_cnf file" at end of publich
process.
2. Regardless of Publish settings (changed pages only, timestamp etc.) FP
wants
to republish entire site. I have to manually deselect those files that
haven't changed
to avoid republishing the entire site regardless of settings.
3. Am publishing to http://www.nativefishsociety.org am not FTPing.
4. Have taken earthlinks suggestion of starting from scratch (deleting
entire site, disable
SE, re-enable SE, re-publish) all to no avail.

Suggestions appreciated

When you say moved, how did you do this?

Simply Published the local copy of the web to the new location (
www.nativefishsociety.org )
Used Publish not FTP. Even with error message publish works but subsequent
attempts to edit
and publish a single page result in publishing the entire site regardless of
Publish settings (changed
pages only etc.)...if I recall there is some timestamp info in _vti_cnf

am forced to manually deselect all files in the local web except the one
that has changed.
 
Are you in the same time zone as the host server?

Have you contacted you host and ask them to run a check on the extensions
for your account?

Not in the same time zone but I have waited for several days before an edit
and publish. It is a national ISP (earthlink) so I would hope they had the
time thing
figured out. To verify I just tried a publish with no changes, the last
publish was mid week.
Regardless of publish settings (changed pages only, time stamp etc.) FP
indicates it
wants to republish the whole thing.

I have also published the hosted site to my local directory, then
republished it to the host
to insure identical copies...have recalculated hyperlinks as well. all to no
avail.

have contacted the host, they have had me disable / re-enable the SE (they
have a utility
that allows users to disable/enable) and republish. When disabled an FPT
check of the
host directory is empty. When enabled there is a selection of I assume
default FP directories
(-vti-pvt , -vt-_cnf etc, etc,) at that point publish to host occurs without
error until the very
last when the "Server error , cannot create -vti_cnf folder.....once
published the one server
extension (search) does work.

Am about ready to just live with it and manually deselect all files in my
local web (a pain) before
republishing the few I change.

What kind of content is trying to re-publish? Are you using Shared Borders
or FP Include Page component, where if you made a change, then all pages
using either of these would be republished?

While the site does have shared borders they aren't being changed. No
Include page.
Every file in the site (there are a lot pdf, doc, txt, images etc.) get
tagged for republish
regardless.

Thanks for taking time to think about this, I'm going to live with it and
wait for the light
to go one and realize what is wrong...it will happen.
 
Do you every work on files within the web, but with applications other than
FP?

Nope. Do occasionaly use a FTP client to look at the site but make no
modifications
or file transfers.
