"Server Busy... Switch to... Retry" when transfering files to a web folder

I have clients uploading documents to a Win2k server using
WebDAV folders. They are recieving a "Server Busy..
Retry/Switch To" error intermitently. I've seen varios
articles with this error referring to MS SBS console but
have not seen any similarity besides the error. I have
also seen articles with this error pertaining to Terminal
Services, this I am running in Administrative Mode, but
there are no open sessions / hung sessions when I recieve
this. The phone calls are starting to pile up and I have
hit a brick wall, any input would be greatly appreciated.

The server busy is on the client right?

Are you getting any other errors on the server? What do you do to work
around the problem right away? Or just it just go away?
