Sent time difference

I noticed this morning when I sent a message at 9:44
a.m., the message said sent at 8:44 a.m. Does this mean
that Outlook is not using DST?

Thanks.
 
Check your time zone and daylight setting in Control Panel>Date/Time, and
also in Outlook>Tools>Options>Calendar Options>Time Zone
