Sent Mail STUCK in Outbox

I found this problem just in the last week. Nothing moves out of outbox. I
went off-line and resent, but still they show in Outbox.
 
Of course it will not send offline when emails are stuck in Outbox. (magic word is
STUCK) You need to go Offline and DELETE not resend. Save if needed before deleting
 
Instead of resending, delete when offline. You might need to go offline,
close outlook and reopen to delete the messages.
