Sends packets- does not receive (can't open pages)

I have an older laptop that I'm running XP pro on and
using a 3COM x-jack nic card that is XP compatible. When
I plug the laptop into a lan, it recognizes the
connection, but I can't open any webpages. When I monitor
the connection, I see that it's sending out packets but
not receiving any. I have firewall software disabled and
now have the ICF turned off too. I'm not PC savvy, so I
don't know what else to think of.

Any ideas why I can't receive data from the LANs I use (I
have no problem using the same connections on other
machines).
 
The network administrator should be able to help you. S/he will know how
the network is configured. We would need to know such things as: Does a
machine on the LAN provide DHCP services, is the LAN configured as an AD
domain or as a peer-to-peer network, how internet connectivity is provided
to the LAN, and other stuff.
 
Unfortuantely, I am the administrator on one (my home
LAN). I have a cable modem connection running to a
Lynksys router. I've connected multiple machines to it
successfully before without checking the configurations,
but I guess that's a place to start. The problem only
affects this laptop. The other place I mainly use it is
a college network during evening classes. Occasionally it
will work at both with no problem, but lately it is more
often unresponsive. I have not changed anything during
the periods when it works and doesn't work. Each class is
a crap shoot.
