Sending to a group but displaying only the receiver on the To: lin

Is there a way, or software, that will allow me to send an email to a group
of people at the same time, but have the reciever only see them on the To:
line?

Example:

Send message to (e-mail address removed); (e-mail address removed); (e-mail address removed)

But when Bob gets the email, all he sees is To: (e-mail address removed) and not dave or
ted?

I know BCC can send to them all without them seeing the other names, but
would like to add the personal touch for each person.

if you create a distribution group and then add all the required users you
will be able to send email using the name of the group, which in turn will be
displayed on the from/ to field as opposed to individual names.
 
You could use Word and do a mail merge with Outlook Address book using Merge
to Electronic Mail.

Set up your message in Word
Tools > Mail Merge > Create form letters > Open data source - Outlook
address book > Merge > Merge to Electronic Mail - choose the Email field from
the address book
