In WM go to tools>accounts>select your account>properties>advanced tab, set
the account to leave a copy of each message on the server, also set it to
delete them after a sensible number of days or your online mailbox will fill
up and your ISP will reject any new mail.
You need to use the same setting on each computer etc that polls messages
from the same account.

What do you mean by "inmail"?

Comcast offers POP3 email accounts, where email messages are deleted from
the server after you download them with Windows Mail. Then they are not
available to read on the server via webmail access Is this what you mean?
You can configure WM to leave the messages after downloading, but you need
to delete them at some point, or the Inbox on the server will fill up.

In Windows Mail/Live Mail
Tools - Accounts - youraccount - Properties - Advanced
[x] Leave a copy of messages on server
[x] Remove from server after [xx] days
