sending email externally

I am supporting 2 users that are having weird problems
with outlook. Fist off, we are running outlook2003 on an
Exchange2000 server. The problem is with sending outside
of the company. Whenever they send externally, the
recipient does not see the text properly, instead they
get a bunch of weird characters and symbols. The
encoding is UTF-8(unicode) and all the language settings
are correct. Also the messages are composed in HTML.

Any Ideas?
 
Does it work correctly if they use plain text? Do those two users have
problems sending to everyone or just certain people? What mail client/server
do they recipients use? Does it support UTF-8?
