Sending background music with an email message

In Outlook 2003, is there a way to have a .wav or .midi file play
automatically when sending an email message?

Looks like the option to use Web Tools has been disabled with
Windows XP, SP2.

Not in Outlook, as far as I am aware, but you can with Outlook Express...
