Sending and Receiving reported error (0x80042108)

I'm setting up an email account which I've done many times. I'm confident all
the information such as user name, password, incoming and outgoing settings
are correct, however, the error I continue to get is the Sending and
Receiving reported error. Outlook is unable to connect to your incoming
(POP3) e-mail server. What else should I try?
