Sending a message to a User

Does anyone know if I can send a specific user a message using a popup
message box in response to an event. So basically when a item arrives in a
particular folder I want the users to get a messagebox poped up informing him
that there is a new item

It depends. For starters, I'll assume you are talking about Public Folders.
These folders have features using the Folder Assistant and/or Moderated
Folder options that can have e-mail messages sent to defined users whenever
new items are delivered/posted or when specific rules with various criteria
are met.

If you set these up, then you can create rules in Outlook to watch for these
notification e-mails and display a message box or Desktop Alert.
