Send Word Mail merge output to drafts folder instead of immediate

Is there a way to control the designation of the Word Email Merge to have the
output of the Email Merge saved in the Outlook Drafts folder instead of being
immediately sent out by Outlook?
I need to review the emails and add attachements prior to them being
actually sent.
Today I turn off send and receive and disable immediate send. then I perform
the mail merge from Word. This creates a series of emails in my OutBox that I
then select all and move them to my Drafts folders where I can edit, add
attachments and them execute the send.
This works, but requires me to reconfigure my Outlook each time. If I
forget, the mails go oout automatically and I must send a second follow-up
mail.

No, the workaround you're already using is the right approach. Unplugging from the network would accomplish the same thing without any reconfiguration of Outlook.
