send & receive button ...

Previous versions of Outlook notified new messages on launch. Now I have
spent all this money on 2003 I have to use the send& receive button. How do I
change this?
 
Select ctrl + alt + s to bring up the send/receive group settings. Do you
have the default group set to do a S/R every XX minutes?
