Send Receive Button Dead

My email will not receive. When I close Outlook and restart, it does not
check mail. Pressing the send/receive button does nothing. I reinstalled the
software, the problem persists. The three email accounts are all set up fine.
I did a Test Account Settings on all accounts, they "completed successfully".
Yet Outlook will not retrive my mail. Any thoughts?
 
Bump. Anyone? My incoming email is dead. The Test Connection did send out
the emails as I checked my accounts on my laptop. Even when I fire up Outlook
in the morning, it will not retrive mail.
