Send/Receive attemted won't dial

When I first open Outlook 2003, it attempts to do a send/receive and fails
because it doesn't dial to connect to the internet.
However, when I manually hit send/receive, it dials properly.

I don't need to do the send/receive at startup. How can I turn this action
off?

There is not enough information in your post. State your mail account type,
the connection type you specified for each mail account and the automatic
Send/Receive intervals you have selected.

State more clearly what it is you want Outlook to do.
