send packets ok but don't receive any back

I have a new laptop with XP Home and built a built in wireless adapter. My
network consists of the following:

Cable Modem

Linksys BEFW11S4 802.11b access point with 4 10/100 ethernet ports, 128 bit
WEP encryption

Windows 2000 desktop with NetGear 802.11b USB adapter
Windows 2000 laptop with Linksys 802.11b PCMCIA card
Windows 2000 desktop 100mb wired ethernet
HP 10mb wired print server

Here is my problem:

The new laptop see's the access point and attaches to the network.
Occasionally DHCP works and it get an address. The signal strength is
excellent. It appears that packets are being sent but very few less than 10%
are received back. When I ping the default gateway (the access point) over
80% of the pings time out.

I turned off the windows xp firewall, checked for updates to the driver and
windows xp.

This one has me stumped!
 
Have any 2.4 GHz phones in your home, you know they run on the same
frequencies as your router and will cause interference
