Send in a specific order

I'm trying to find out how to send an email to one person, then that person
HAS to send it to the next person in line and so on. I know there's a way to
do it but don't know how. Can anyone help?

Clearly unless you go to that person and, say, hold a gun to his or her head
threatening death, you can't MAKE someone forward a message.

What evidence do you have that there is a way to do it? How do you "know"?
 
I'm in the military and used to have something we used in Outlook to send a
message in order to several people. I know because I used it but it's been
quite a while and do not remember how to get to that point.

Then you used some type of add-in that was also in use by those other
people. Outlook does not have the ability.
