Send Button not showing

How do I at least run out look so that I can see the mail button so that I
may set up a email account. I installed it with out setting up email account
therefore I can not see the send button?

Outlook will not display a Send button until you create an account.

Set up your account using the Mail applet in Control Panel. You don't need to
run Outlook to do that.
