send a calendar sharing invitation in outlook 2003

How can a user with outlook 2003 in an exchange 2003 environment send a
sharing invitation

Typically they either set up the other user as a delegate and it gets sent
or they just give the other person permission to the calendar and tell them.
 
In outlook 2007 when you share it allows one to send invitation. I dont
see this in 2003.

The Share My Calendar link? That is Outlook 2007 only and only works with
exchange server accts.
