This is driving us crazy. Using Outlook 2003. Have turned off email virus
scans. When an email is sent to only a specific group of people, they get
two and I get one back. Now when I send to one of those people, they all get
two copies.

You'll need to be a whole lot more specific than that.
Does it bounce? What is the NDR message?
How are these messages being send? Direclty or through a DL?
What account type are you using?
In case of Exchange; Are these all internal receivers?
Any delegates/forwarding rules setup on either sender and receiver side?

When you check the above I'm sure you'll find your answer.

I have seen a similar problem on a clients site. Have you tried recreating
the distribution group and your outlook profile?
