Selected font changes is being applied to complete document

I have encountered a "new feature" in Word 2003 that is
extremely annoying. I think it is a bug but thought
before I send MS a note I would check with other users
first. Setup: I created a new document. I typed a title
for the document but did not apply any formatting. I
added a paragraph. I then selected the title line and
pressed control B and I to format the selected text as
bold and italic. The font change was automatically
applied to the complete document. If I press control Z,
the balance of the docmuent reverts to its original
format and the selected text remains as bold and italic.
Is there a way to turn off this "apply to whole document
feature" or is it a true bug? In all other versions as
far back as I can remember, control B or I, when text is
selected, applies the format to only the selected text
and not the document in full.
