Are you sure you are using WinXP?
I have not been able to get the CPU monitor to work in TClockEx and the
author even states in the documentation that it will not work with XP,
NT, or 2000:

Yes, that's the right file. Right click on your shortcut and make sure that it's set to run minimized on the "Shortcut" tab.
