every site i go to i get this yellow banner that pops up saying "to Help
protect your security, internet Explorer has restricted this file from
showing active content that could access your computer" it makes alot of
things on websites not show up including games

Have you actually have locked down your Internet Zone? That's good, because
that should provide you with needed protection, if you absolutely need to use
Internet Explorer.

Is this XP SP2? If so, this article might help:

You might consider using Mozilla Firefox, instead of Internet Explorer:
