I have repaired a couple of machines with similiar
problems go>start\run and type in regedit and hit ok. Now
navigate through this
route.HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\
Tcpip\Parameters and then click on parameters to highlight
it and open it's keys in the right window now look for
TcpWindowSize it should read either 32120 or 64512. If it
doesn't then right click on it and then click modify and
for 32120 type in 7d78 and for 64512 type in FC00. This is
your receive window buffer size that is not something you
can set in your control panel\network connections. Keep
smiling.

I setup the HKEY as you suggested and it didn't make any
difference. The problem only seems to occur when the site
uses a password. I went to dslreports.com this morning and
it loaded very quickly, but any site using a password is
very slow.
