Hi all. I update my Windows manually via the bulletins on the Tech Net
site due to some problems with the Windows Update and the svchost.exe
process as discussed by many in the group. My question is:

1) Does the Add/Remove Program window in the Control Panel give the
complete history (with the "show updates" box checked) of the updates
present in my system?

2) What happens if I install the update already in the system?

Thanks in advance. Cheers.

Most likely not as some updates cannot be uninstalled.

Use Microsoft Baseline Security Analyzer.
http://www.microsoft.com/technet/security/tools/mbsa2/default.mspx

Tells you want is installed and what is missing etc.
