Security settings

I am running win 98SE and IE6. Of late when visiting secure sites I have
been getting the message
Security Information
This page contains both secure and nonsecure items
Do you want to display the non secure items?
Yes No Cancel
Is there a way I can safely suppress this? There seems to be no discernable
difference in the option I choose.

IE Tools>Internet Options>Security>[zone]>Custom
Level>Miscellaneous>Display mixed content (choose as appropriate)
