Security settings problem

I have XP SP2, IE7, security zones custom set to high. When I attempt to
fill out and send a form in IE I get the following pop-up:

Security Alert
Your current security settings do not allow you to send HTML forms.

What is causing this and what can I do to fix this without compromising
security?
(I know that this is most likely an IE issue but I cannot find a decent IE
NG, besides XP security seems to revolve around IE settings anyways.)

Either lower your firewall security or install another firewall you
can customise properly ; I`m using Comodo ( free ) .
