Security Settings in xp

Is there any way to change the deafult macro security for
all users on a pc to medium without having to do it by
user.
 
AFAIK, there is not way to set the macro security level. that seems lik
a security feature provided by microsoft to coverup their lack o
security otherwise.

however, there are macros which can prevent a user from opening
certain file until macros are enabled
