Security Settings for Administrator

I am the administrator for 30 XP Pro computers. They all have the same
problem. I cannot change the system date/time. I tried running GPEDIT.MSC,
but from "Security Settings" down, all of the modules are locked. So, when I
make the changes, they don't stick. (I even tried using the built-in
Administrator account in Safe Mode.)

The wrong time (since Daylight Savings Time kicked in) is driving the users
crazy.

How do I unlock the Security Settings and fix the date/time issue??

If they all log on to a Domain server, then that's where they get their time
from. if that is the case, check the time on the Domain server.
 
In this case, they're all on a workgroup.
