Security Rights

Is there a way you can set up a shared folder that when you create a
document the only person that can edit the document is the creator but
you give read-only rights to everybody else who has access to that
document.

I have asked my Network manager at work and he says it cant be done but
I am sure there is a way

I would appreciate pointers.

Thank You.
 
When you create the document, apply a password to prevent modify. it
then opens as read only.
