Security privelege(s) missing!

I have two problems with a XP pro unit all caused by the same thing I'm
sure. 1)The restore tab is missing in system properties. I have tried all
the known procedures to fix it, but don't work. 2) When I go to click on
the Security log in event viewer I get "Unable to complete the operation on
'Security'. A required privilege is not held by the client".
These occur even with the domain administrator or local admin logged on. :
( What could be the solution to the security problem? I can not install
SP2 on it or 6 other fairly recent updates, so I need to get this figured
out.

It doesn't let you install service packs either? Or you just want to make a
restore point first?

If you can't view the security log, install service packs, or see the
Restore tab, it really looks like you don't have admin rights.

Look in the admin group under LUSRMGR.MSC and make sure that the accounts
you are using really do have admin rights. (Maybe the built-in
"Administrator" account was renamed.)

Right-click on the Start menu button-- if you don't see "Explore All Users"
then you aren't an admin.

If you do have admin rights, make sure that the System Restore service is
enabled, started and set to Automatic startup.

It doesn't let me install SP2. It gives the message "You do not have
permission to update Windows XP. Please contact your system administrator."

I have the user, domain/admin, and local admin-renamed, all with
administrative rights.

When I right-click start button--I do have "Explore All Users."

System Restore service is running and is set to automatic. Doesn't do
restores in Accessories-System Tools. I get message "You do not have
sufficient privileges to restore your system. Please contact your
administrator, or logout and log in again as an administrator and try
again." I am logged on and do have domain/admin rights.

You'll have to be more clear on "all the known" procedures. We don't know what procedures are "known" to you.

I have the exact same problem, but for every WinXP Pro box in the domain. I
am system admin, but the 'System Restore' tab is not available to me, either
as a domain admin, or a local admin. I suspect that some domain policy
setting as been changed or deleted, but I don't know where to look. The sr
service is running and I am able to 'explore all users'. - As a side note, I
am also unable to open the security event log on any workstation or server.

I can't recall the log file or where it is located, but it showed the error.
It looked like an account was missing or couldn't be found, then the update
would stop saying not the correct privilege to install update. Do you have
an idea where the log file is located? Then I can post it. Thanks

Since your running XP Pro, click Start, Run and enter GPEDIT.MSC Go to:

Computer Configuration, Administrative Templates, System, System Restore. Look in the right pane for Turn Off System Restore. By default this setting is set to Not Configured. If its not, double click it and change it. If it is, set this policy to Enabled, then apply the change. Then go back and set it to Not Configured or Disabled. Disabled does not disable System Restore, it disables the Policy that turns System Restore off.
