The settings such as security options that show on XP Pro are registry
entries but not user rights. You can configure user rights with the ntrights
Resource Kit tool. Much of password/account policy can be set with the net
accounts command with the exception of password complexity that can be
configured with passprop. If you search Google for a particular security
option setting you should find the corresponding registry setting. The link
