Security lockout on my files

Hi,
Yesterday, I was forced to reinstall my laptop's Windows XP
Home Edition, but I have found that all my files are now
inaccessible.

I can see them in the Explorer window, but if I try to copy
them to my backup device, I get an 'access denied' dialog.

I am using an account with administrator priviledges, but I
still cannot access my files.

I have also tried using a Linux live CD, but that cannot
read the files either.

So, what I need to know is:
1) How do I copy my files away from this NTFS partition
onto my backup device?
2) How do I disable file security so that this never
happens again?
