security icon in control panel is missing

In the control panel of a PC I do not find any security icon. Usually you
have 10 icons in the category view, I find just nine in that PC.

I tried to restore it using the seccentericons utility (see
http://windowsxp.mvps.org/seccentericons.htm site) but it did not work.

Any suggestion? Can I run an executable from Start | Run of Windows instead
of the security icon?

Do you have Service Pack 2? You will only get the Security Icon with Service
Pack 2.
