Security center Suddenly Stopped

My recent Norton Antivirus 2004 WMI Update Stopped My security at FDirst Reboot
Then i rebooted again and it went fine

Is this a normal behavior?
 
turn off security center. it's useless,other than nagging
people who don't run anti-virus and full firewalls (not
windows xp firewall please)
