Security Access Manager in Vista?

Comparing security issues between NT and Vista I need answers to the
following questions...

1. with vista is there a Security Access Manager file in /windows/
repair/sam. Has the bug where the repair file is readable by all users
been fixed or seen in vista.

2. If there is no SAM in vista what is the equivalent and has that any
similar flaws?

3. Does vista store any password files that are readable by non
administrators?

I am not aware of a direct replacement. User security has been totally
re-written. Passwords are encrypted in the user profile. In Vista, the
folder \windows\repair does not exist.
