Secure websites

Most of the time I can't access secure websites. This
happens on both my computers, one is XP and one is 98.
They have both been restored and the latest version of
MSIE is on both. Right now if I go to the setup on my ISP
connection and select the 'advanced' tab and
click 'restore defaults' then click 'apply' then when
connected go to the tools tab on MSIE and do the same
thing it usually works. It appears there is a security
bug somewhere. Where is it?
