secure internet sites

please can anyone help me. i cannot enter any secure
sites, e.g. Halifax.co.uk and the secure side of Direct
Line and Tescos. i ve checked my security settings in my
internet options and they all match a neighbours who can
access them all. i have the latest edition of Explorer.
what else can i do.............many thanks.
