second paragraph follows first paragraph formatting

I have a paragraph then bullet points that follow. The second line in the
paragraph follows the indents of the bulleted points. I have tried to shift
click, everything even retyping everything and the second line in the
paragraph still follows the formating on the bullet points. Moving the rules
on the ruler still moves the second line with the bulleted text.

You can get some flexibility (but perhaps not as much as you need) by
demoting the the second paragraph. You will get a second set of indents on
the ruler that can be adjusted somewhat independently from the first. They
just can't go to the left of the first.
