Searching

I cannot get search to find something that I know is there. I can
navigate to it directly. FugPalm.prc is in Program Files for Fugawi
but it is not found in indexed and not found in advanced allowing all
things, even system and hidden files. What am I not understanding
here?
Why would this not be indexed in the first place?

By default Windows Search does not index program files. The program files
folder can be added to the search indexer from Indexing Options.
