Outlook 2007 - without using "Instant Search", how do I perform a search
within a certain child folder for email messages with certain text in the
body?
E.g., "find all messages in 'Workshops' that contain 'IT Group' in the body
of the message"

Use Advanced Find; CTRL+SHIFT+F
On the Advanced tab you can specify any field that you want to find a
specific condition in.

BTW; why don't you want to use Instant Search for this? You can search on
specific fields there as well when you expand the Instant Search field or
press CTRL+ALT+W
