search directory (and subdirectories) for empty text files

I have a directory with about 3000 folders in it. Most of these folders have
a text file added to it by a server management program. In many cases the
text file is blank.

I'd like to find out how to search this directory and its subdirectories for
these text files and isolate and identify the text files that contain no
information.

Is there a way to configure WinExplorer to do this?

All of these files including the empty ones are 1kb in size so searching by
size is out.

If the "empty" files are 1 kbyte in size then they are obviously not
empty. What's inside them? Blank lines? Lines with lots of spaces?
