SCTP for Windows...?

Hi,
I Wonder is any plan for implementing SCTP protocol in Windows? I've read it
would allow reliable UDP connection which is very promisory for connecting
peer to peer through firewalls.
Any info is welcomed

Forgot to mention that SCTP have no UDP or TCP packets but SCTP only
That reliable protocol as TCP but send data in datagrams like UDP
