Scrolling too fast

When selecting text and scrolling down with the mouse it moves too fast and
I overshoot the place I wish to stop at.
Is there a way to slow down this scrolling?

Left click with the mouse at the point where you want the selection to
start, then either use Page Down on the scroll bar to bring the end of the
text that you want to select into view, then hold down the shift key and
left click with the mouse at that point.
